why is that not considered sandy related? >> it is weird because there are two different surveys when you look at these jobs numbers. one comes from the businesses. the businesses, they take that survey, november 12th, and the businesses are for the job creation number. the other survey is called a household survey. that's how we determine the unemployment rate. and part of that household survey is did you look for a job last week, yes, no, and why not? so a lot of people said weather related. when i was digging into the numbers, i said a normal november, weather related, about 60,000, here we had 300,000, that's one of the reasons we saw the unemployment rate go down. look, i want to feel good about the unemployment rate being low, but 7.7% happened because fewer people were part of the labor force. that's not the right reason that we wanted to see the jobless rate go down. >> absolutely. and i want to read you something that paul krugman wrote in the new york times earlier this week. he said, long-term unemployment remains

when a storm like sandy approached, it caused severe flooding. in somerset county, the people of crisfield were severely impacted with the loss of their homes, businesses, aquaculture crops ruined and this is a very foldable community, not a chair. 32% live below poverty. they don't have a lot of options. they don't have resources to take care of their needs without assistance from government. i'm very proud of the leadership of our state in trying to help those individuals in the entire team that were ominous. many are familiar with brewster county were maryland is located. 9.8% of worcester county is below poverty and they have twice the number on average of alter the that we have in our state. they were particularly impacted by the storm. thanks to the extraordinary leadership of governor o'malley, our maryland emergency management agency and the full partnership they brought into being, including our state, local officials. we have extraordinary leadership from county executives, maryland national guard. i was with them throughout the storm.

i think that the hurricane sandy may distort the numbers. we've seen it in some of the other high frequency data in the last couple of weeks. keep in mind tomorrow's labor market report will report on a snapshot of the labor market taken in the middle of last month. and that's when the hurricane and its aftermath were having their effects. >> so the consensus numbers from a survey of economists, they're expecting american businesses added 110,000 jobs it to their payroll. the unemployment rate staying around 7.9%. does that sit right with you. is that what you are seeing? >> probably somewhere around that maybe a little less. one of the problems is it is hard to gauge exactly what the impact of the storm will have. we know it's transitory, it's hard to say exactly how much numerically it will sub tract. if the number comes in lower than that i think a lot of people will say oh, it was probably the effect of the hurricane and they'll wait until the following month to see what kind of a rebound we get. >> let's talk a little bit about what we
